You have to get this done by the extended deadline of July 15 in order to claim a refund. You can buy an old year from Turbotax on the website or you can use the IRS form https://www.irs.gov/pub/irs-prior/f1040--2016.pdf  https://www.irs.gov/pub/irs-prior/i1040gi--2016.pdf

If you mean to say that your have a paper 2016 tax return that you need to send in, then you will have to mail it. By the IRS rules, you can not e-file a prior year tax return.
