I have a debt to the government and they took my tax check last year. The form says that it will assist me in reducing my tax liability for calendar year 2022 but I’m not seeing where I can input that information

it depends. What kind of a debt was it? Most debts paid to the federal government are punitive in nature therefore not deductible but this depends on what type of debt you paid back.

It's deductible as a miscellaneous expense only if it was not subtracted from your W-2 or 1099-R already. See https://ttlc.intuit.com/community/taxes/discussion/i-have-received-a-form-705-from-dfas-the-overpayment-by-department-of-defense-established-as-a-debt/00/110236
