I have a w2 that I didn't file last year. Can I file it with this years w2 for filing in 2017?

No.  Each years W-2 belongs on each years income tax return.   You need to amend 2015 to include the missing W-2, or wait for IRS to send you a notice and/or bill for any additional taxes that may be due on the income.

FYI ... if you are due a refund from the adding the extra W-2 the IRS will never send you a letter for that ... so do the amendment to see where you stand.
