I have had court ordered temporary custody of my nephew since October 2016 can i claim him as a dependent on my 2017 taxs

If he lived with you more than half of 2017 and his parent did not, then only you can claim him.

By his parents i mean luve with me right if so no they have not lived with me and i have been his sol provider sice oct 2016
