I have made arrangements for federal tax payment. However I am due a refund from NJ state tax. How can I receive my full refund from NJ without federal deduction?

not sure exactly what your asking but you can't use your NJ refund to automatically offset what you owe the IRS.  you must pay what you owe the iRS by 7/15/ 2020   and you will receive your refund from NJ.

That's what I thought, but Turbo Tax software is deducting the federal amount due from my NJ refund, and I do not see any options

I'm seeing the same here in California Turbo deducted my Federal Tax due from my State after I paid by Credit Card.
