I have my daughter studying college in Brazil and I pay all her expenses there... She doesn't have American documents, my question is if she can be my DEPENDENT here.

A child who does not have US documents but who is completely financially dependent on me can be considered my dependent.

No, because she does not live in Canada, the US, or Mexico. See "You can’t claim a person as a dependent unless that person is a U.S. citizen, U.S. resident alien, U.S. national, or a resident of Canada or Mexico." in Pub 17,
