I have to file a schedule C due to a 1099 MISC, do I need to purchase the deluxe?

TurboTax Deluxe online version will prepare a Schedule C (it's the minimum you'll need) but only for income; you won't be able to include expenses associated with that income. In order to report both income & expenses on a full Schedule C, you'll need TurboTax Self Employed online.

If you don't have expenses (or just a nominal amount), then Deluxe will work. But if you have enough that will lower your net income significantly -- it's the net income you'll pay self employment taxes on -- then it will be worth it to have the Self Employed version. So it depends on your situation, but you'll need at least Deluxe for that 1099-MISC.
