I moved to Japan on March 1 2018. I lived in Texas up until that time. Even though I haven't had a place to call home in Texas in a year, am I still considered a Texas Resident? For "Tell us the state(s) you lived in" "State of Residence December 31 2018)" Should I put Texas? Or Foreign or U.S. Possession? I still hold U.S. Citizenship and I am not a permanent resident of Japan.

If you think you will return to Texas after you return to the US then you can indicate that your residence is Texas.  If your plan now is to remain in Japan, you can indicate that you were resident of foreign country on 12/31.
