I live in New Zealand with my husband, who is a New Zealander, and neither one of us has earned money in the US for this tax year. Does he still have to have a tax #?

He has never lived in the US. I’ve lived in NZ for almost three years.

No.  You will have to file with a status of Married Filing Separately.  If you husband doesn't have a tax ID, you will have to print and mail your tax return.  You will also need to include a statement that he is a New Zealand resident and not subject to US tax, and therefore does not have a tax ID.
