I live with my partner. But we are in married. Can he claim me as a dependent on his taxes if I do not claim myself?

If you lived together for the ENTIRE year, and you had less than $4400 of income (not including Social  Security) then your "partner" can claim you as a dependent and get the $500 credit for other dependents.   You will not be a qualifying person to make him eligible to file as Head of Household.
