I have a J1 visa and last year is my second year in USA. Can I use turbotax to do the tax return?

No, you will need to file Form 1040NR and use Sprintax since TurboTax does not support Form 1040NR for a non-resident.

 

As a J-1 visa holder, you are considered as a nonresident for two years from the first year you enter the US.  In your case, you are a nonresident 2019-2020 since you stated last year was your second year.  After that the Substantial Presence Test would need to be met to be considered a resident.
