I'm not sure what media-cal falls under for the health insurance portion. covered california? affordable care act?

Medi-Cal is California's version of Medicaid. This is not considered to be a marketplace policy.

Covered California is this state's healthcare marketplace. You obtain coverage under Medi-Cal by applying to Covered California, which determines your eligibility. If you are determined to be ineligible for Medi-Cal, then you can buy a policy under Covered California.

All of these plans qualify as minimum essential coverage under the Affordable Care Act.
