Question

I'm out of the country and to ask for a ITIN, they ask for an original document or certified copy. I cannot send my wife's passport by mail and cant get certified copy.

If you are not able to apply through mail, you can choose the option to apply through the Acceptance Agency Program overseas.  Here is the information:
