I'm trying to add my wife's DR1703 form and am unsure where to add it?

It is called the: Early Childhood Educator Income Tax Credit

If you are using TurboTax Online follow these Instructions

From your Home screen locate and select State Taxes. Select Review your State Taxes. Click let's get started.
You will need to answer the questions on the first few screens until you reach Take a look at Colorado Credits and taxes.
Under Personal, Home and Family Credits, the 3rd option corresponds to the Early Childhood Educator Credit. Selecting this option will generate the corresponding form, once you have answered the questions that follow.

For TurboTax Desktop

From the main screen, select State Taxes. Locate and select your state (in this case, Colorado).
Go through the screen and answer the questions that follow, until you reach Take a look at Colorado Credits and Taxes
