If the form you are referring to is Form 1098-T, enter that on the 1098-T input screen. The payments for books and supplies should not have been included on the 1098-T, but if they were, don't enter those expenses a second time.

Normally the 1098-T reports tuition and fees paid only.

If you also purchased books, and you HAD to purchase the books DIRECTLY from the school (you were not allowed to shop around and buy them on your own), enter that amount as "required". If you could purchase them any other way, such as second-hand from a student or from Amazon or another online realtor, enter the amount as "not required".

These additional expenses (not on the 1098-T) are entered on these screens and you supply the numbers using receipts you have for the books.

The reason TurboTax asks is that you could be eligible for one of two different education credits or a deduction. Whether the books were required to be purchased directly from the school COULD be relevant.
