I’m trying to hit the button start over and clear my information when I go to the TurboTax icon on the left and scroll down I do not see tax tools

You need to be in your Tax Home before Tax Tools shows up. In order to open your Tax Home, select Continue under your Personal Info:

Tax Tools will show up now:
