Question

I'm using Turbo Tax Premier. I just finished with Federal and went to State. There's a "glitch" Can not get State to function. Next 'let down load and install I tap on OK Block Then continue. It states state software updated takes me back to start

Try this:  State install/e-file update loop: State not installed after installation or TurboTax needs to update prior to e-file
