I made a TC-546 payment for my Utah taxes but Turbo Tax does not indicate where I input this information, where is it.

If you made TC-546 payments to the State of Utah, these payments would have been for your prior year (2018) taxes. These are used to make individual income tax prepayments toward your tax liability prior to the due date of your return. These would not need to be reported in TurboTax.
