I mailed my 2019 Return on 7/3/2020. The IRS cashed my check for amount owed but has since lost my mailed return. Can I re-file electronically?

No you cannot e-file a 2019 return. E-filing has been permanently closed for 2019 returns since October. you say the IRS cashed your check. Why do you believe they lost the mailed paper return? How do you know that?
