It is too late to file an extension, an extension had to be filed by April 15, 2019. If you are due a refund there is no penalty for filing a late return.

 If you owe taxes, they needed to be paid by April 15, 2019 to avoid a penalty & interest. If you owe taxes, you should file & pay as soon as possible. The penalty & interest accumulates until the taxes are paid in full. The IRS (& State, if any) would send you a bill for the penalty & interest owed once the taxes are paid.

You can't file an extension after 15 April.
