Are you certain that your 2023 return was successfully e-filed, accepted, and fully processed?  Does the IRS refund site say that a refund was issued?   What does it say on the refund site for your 2023 refund?

You need your filing status, your Social Security number and the exact amount  (line 35a of your 2023 Form 1040) of your federal refund to track your Federal refund:

If the IRS doesn't have your 2023 tax return then you need to file that again instead of a form 3911.  Form 3911 is used when they have your return but you haven't received your money.  In your case your return has never been received or processed so the IRS doesn't owe you a refund.

If you filed the return through TurboTax last year then you should have received an email telling you that the return was processed by the IRS.  If you don't have that email then you can contact TurboTax customer support at this link to figure out what happened with your return.
