I need to file two state returns. It costs $39.99 to add a second state but I thought I read somewhere that you could e-file both for $19.99. Did I misunderstand? If so how much should I expect to pay to e-file both?

In the desktop editions that include a state program, the first state program can be downloaded without charge.   A download for a second (different) state is 39.99.

In the desktop products, there is a 19.99 state efile fee for each state return (likely rising to 24.99 later in filing season.)   There is no state efile fee for New York state.   There is no fee to print and mail the state returns.

So it would cost  19.99 X 2 = 39.98 to efile 2 state returns, unless one is New York.   There may also be some sales taxes, where applicable.

What product are you using?   By your username above it says the online "Free Edition", which I suspect is wrong.   It sounds like you are using the desktop product (CD/download).   So please verify what you are using.
