I need to register my direct deposit information with the IRS. They don’t have it because I usually owe and am on a payment plan. I pay with a 3rd party EFTPS.

Be patient, information about exactly how to provide your direct deposit details to the IRS has not been released. The IRS site providing updates to the situation states the following:

The IRS does not have my direct deposit information. What can I do?

In the coming weeks, Treasury plans to develop a web-based portal for individuals to provide their banking information to the IRS online, so that individuals can receive payments immediately as opposed to checks in the mail.
