I don't get my Social Security check until July 22nd can i file it then?

Filing and paying are two separate events, and you are past due on both of them.

file and pay as soon as possible. you may receive a bill for the late filing penalty and interest for late payment. realistically since the penalty and interest should be less than $5. I'm not sure the IRS will bother to bill you for such a small amount. No way to be sure.
