Question

I owed the federal an amount that was a bit lower than my state return ` its saying I get a 8.00 refund. How does that work - does the fed get the state money I am owed?

I think the $8 is a net of the federal and state, but NO, the state does not send money to the IRS or vice versa. If you are getting a refund from one, it does not go to the other. You can pay directly at the IRS if you owe a balance. If you owe the state, you can pay at the state's website.
