Just to make sure im on same page.

They already deducted previous tax liability from refund and are sending direct deposit.
But they also levied my state refund to pay IRS balance but it was already taken care of in whole by federal refund and has not hit the IRS balance yet until the 18th(according to payment page)
Would I receive a second refund?

Based on the above scenario, it is possible that there may be a second refund.

You do not have to do anything.  If there is a remainder left of your federal tax refund the IRS will either deposit the amount to your bank or they will send you a refund check in the mail to the address on your tax return, depending on how you selected to receive the tax refund.
