I paid back taxes which were a total of 18799.10 with all the fees, without the fees it was 13103.31 . Can I claim any of these amounts?

If the back taxes were paid to the IRS, then no, you cannot deduct any of it.
If the back taxes you paid were state income taxes, you can deduct the state income tax portion only.
Penalty and interest paid are not deductible.
