I paid for deluxe and state, now I have to use premiere do I get a discount and do I have to pay for state again?

When the system prompts you to upgrade to Premier or another higher version, you only pay the difference in that higher version and what you already purchased. And if you paid for your state, you will not have to pay for that again.
