I paid for electronic filing through turbo tax and had to file by mail. Do I get a refund from turbo tax?

The federal and state rejected and the only way was to file by mail.

No. You did not pay an extra fee to e-file. You paid for using the software. The fee is the same whether you e-file successfully or mail it in an envelope.
