I paid for my return for 2021. Can i restart my return if i did not submit it to the irs or do i need to pay all over again?

Sorry no, once you pay for TurboTax you cannot clear and start over. You would not be charged again even if the program asks for payment information again. To make changes you need to go to the section you need to change and then correct it.
