Check the method of payment you used to ensure the payment you made to pay for your Turbo Tax product actually processed. If it has not cleared your financial institution, you would need to pay when e-filing your return. If it has cleared, try deleting your browser's cookies. Please see this Turbo Tax FAQ regarding  How to delete cookies! If that doesn't work try using a different browser all together.
