I paid state tax electronically. Franchise tax board withdrew the amount. Today I received a bill for the amount.

Voluntary contributions were notcounted

Are you saying that the FTB did a direct debit on your tax due, and now they have mailed you a paper bill for the same tax due?

I don't know what "Voluntary contributions were notcounted" is referring to.
