I pay all the household bills but my daughter lives with me and is claiming herself and her daughter as a dependent can I file head of household

If you are not claiming a dependent then you cannot file as HOH. Sorry. Filing as HOH requires you to have a qualified dependent. (like a daughter or grandchild, for instance)

You have not mentioned any details about your daughter and her child. But you say you pay all the bills. Did your daughter work and have over $4200 of income in 2019? Was she a full-time student? How old was she at the end of 2019?
