I pay Health Ins for my children that I can't claim as dependents. Where do I report this?

Schedule A, line 1, medical expenses. It's only an itemized deduction, subject to the 10% of AGI threshold. You can only claim it if it was not paid with pre-tax money (health insurance paid by pay roll deduction is usually pre tax).

In TurboTax (TT), enter at:

Federal Taxes Tab 

Deductions & Credits

-Scroll down to:

- Medical

   -Medical expenses -- Medical expenses are only deductible as an itemized deduction. Only your medical expenses that exceed 10% (7.5% if over age 64) of your adjusted gross income (AGI) are then deductible. https://ttlc.intuit.com/questions/3375286-medical-and-dental-expenses-deduction
