You will need to speak directly with a TurboTax support agent concerning this matter. As an Advantage subscriber the software is sent to you each November and billed to your credit card when the software is shipped. If you did not receive the software and are now using the online editions to complete the 2016 return, the TurboTax support agent can assist you with this billing issue.

Use the key words billing issues and do Not use the word Refund or you will get a phone number for tax refunds.
