I previously paid my annual renewal with Turbo Tax in November or December and now it looks like it is asking me to pay again. Do I need a code?

You will need to speak directly with a TurboTax support agent concerning this matter.  As an Advantage subscriber the software is sent to you each November and billed to your credit card when the software is shipped.  If you did not receive the software and are now using the online editions to complete the 2016 return, the TurboTax support agent can assist you with this billing issue.

The TurboTax Advantage program provides you with either a CD or Download for the desktop editions in November of each year.  Did you install the TurboTax 2016 software on your personal computer from the CD or Download you received?

No, it was charged to my credit card.
