I received a 1099-MISC reporting stipends I received for attending meetings of the County grand jury. Do I have to file Schedule C?

The money is reported in box 3 of the 1099.

No, you do not. 

Just enter the 1099-MISC as miscellaneous/other income. Answer no to any questions pertaining to you having a business. The income should be reported on the new Schedule 1, Line 21.
