I received emails saying I can use a CPA for free however that option doesn't appear when I am logged in.

I'm not sure exactly how it works, but I think you have to sign in to your TurboTax account from the sign-in box in the email, then click the "Connect with a CPA" button in the email.

Note that the offer in the email is not to have a CPA help with your 2019 tax return. It's a "Mid-Year Tax Checkup" to have a CPA or EA review your current situation to help you plan for your 2020 taxes.
