I received unemployment benefits but I did not receive a 1099-G so do I need to put the payers federal ID number?

The state has to issue a 1099-G, and you need the 1099-G for your tax return. Some states do not mail the 1099-G. You have to get it from the state's unemployment web site. Check the unemployment web site for information about how to get your 1099-G, or ask the unemployment office how you can get it.
