I selected the payment plan, but the continue screen did not appear, so how can I get it?

Too late since already filed my taxes.  When I selected the payment plan option, the only message I got was "We will inform the IRS".  And that's it.  So I am wondering, who will file form 9465, Turbo Tax or me?

You will fill out form 9465.  Unless you were asked and entered the amount you would be able to pay each month, it was not completed.  You can do the Payment Agreement online by clicking here
