I selected to mail my state returns but want to efile instead, there does not seem to be a menu option to do this

The federal tax return has to be e-filed and accepted by the IRS for you to be able to e-file the state tax return. If the federal tax return is not e-filed then the state tax return can only be printed and mailed.
