I set up the payment plan for federal taxes and cant get passed and file

If you set up the payment plan online then just mark that you are going to mail the payment. The IRS doesn't get notice, it just gets you past the system.

I had done the same - had already set up Installment Plan on irs.gov site.  When I filed TurboTax kept getting info to set up a plan but finally I saw the option to e-File and checked that I would mail a check by April 15.  That allows you to continue to entering Drivers License info for identification and then submit for e-File processing.  Message then will confirm transmitting and that IRS will take a few days to confirm being in proper format but you do get confirmation of submitting,
