I sold foreign stocks (China and Hong Kong) at a significant loss in 2018

Am I able to report this to offset some of my US capital gains? I am a citizen of US but resided in China/Hong Kong in 2018.

    Yes, as a US citizen you are taxed on your worldwide income, and you need to report your foreign stock sales as part of that.  See IRS Publication 54  for more information.
