I thought I cancelled Obamacare for 2018 but they never did. They said it be 30 days for cancellation. Can I file or do I have to wait?

I had insurance through my job all last year. Apparently, Obamacare was still thinking I needed their insurance and sent me tax credits. I called and they sent an escalation for cancellation , might take 30 days. Can I still file without having to pay back the tax credits or do I have to wait until the whole thing is settled?

You will need to wait until they take care of things on their end to file in order to avoid the penalty.  

If you file now and select that you did not have Obamacare, the IRS will likely catch it and send you a letter saying they have you as someone who had insurance through the marketplace and request more information which will hold up your return processing until you respond.
