I thought this was suppose to be free why do I have to pay 40 or 90 dollars

You probably upgraded.  

In the regular Turbo Tax Free Edition, information that you can enter is limited now.  Why do I have to upgrade from the Free Edition?

Did you do state return? State is an additional $40 in Deluxe and above.

Deluxe is currently $40 (usually goes up on March 1)

State is also a separate 40 in all versions above the Free Edition

If you select to have the fees deducted from your refund there is an EXTRA 40 Pay with Refund Service charge.
