Question

I turned pin feature off with IRS, TurboTax still requesting pin to submit taxes.

Are you referring to your e-file PIN? The 5 digit PIN is an electronic filing PIN which is your signature.  It's created by the customer. If you don't create an e-file PIN, you won't be able to e-file your returns.
