So, I went ahead and told it that I wanted to upload during the Wages & Income section and uploaded a 1099R that I had previously uploaded. It processed the upload and went through asking me the questions about the document.
So, then, the question is, what's the point of uploading ALL of my documents, which are now sitting in the Documents area, if it's going to ignore them and asked me to upload them again, one at a time, in order to ingest them into Income?
You can take this as a rhetorical question and ignore me. This is a matter for TurboTax developers to address.
That "Documents" section (in the left-side menu) is only a storage location for any tax documents of any kind you might have and want to store online....but of course, you have to keep using TTX to maintain access to them,,..,not sure how long they keep if you don't come back for a few years.
For entering your actual tax data, you have to go thru the actual interview to either, 1) enter the data manually, or 2) "upload" from your PDFs (or pictures), or 3) "Import" the data from the financial institution (and the "imports" are specially formatted and are not available as soon as the imports.

Personally, I don't trust the PDF uploads...having seen issues over the past couple years, where some $$ get into the wrong boxes...like state wages ending up in the state taxes withheld box, and indicating a huge refund.
You can enter the data manually though....you just have to carefully go thru the interview...ignoring the financial import page...."Enter another way"...then on the page that offers you to upload the PDF file, there is a text down at the bottom to hit instead, that says "Type it in Myself".
