I've already filed and received my Fed and Virginia refunds. A late-arriving 1099-INV has changed all that. I need to refile and send a check. How? Mail or electronic?

You'll need to amend your tax returns, both federal and state to add that form 1099. You cannot e-file amended returns. They have to be printed and filed by mail. If the amended returns show a tax due, you have to enclose a check.
