I’ve checked govt sites and turbo tax offers me the lowest refund estimate, why?

Your refund amount is directly tied to your income tax and the amount of tax you paid in through withholding or estimated tax. If you paid in $9,000 but have a minimal refund, then your income tax, based primarily on the amount of you income, must be around the same amount.
