I want to increase my IRA with drawl in 2018 by $10,000 how do I change my quarterly payment vouchers to reflect this increase ?

Go through the estimated tax payments sections again.  When you are signed into your account, click on Federal (left menu) and then on 'Other Tax Situations' menu at the top.  Scroll down to 'Form W-4 and Estimated Taxes' and click Start/Update.  

Click NO on the question about your W-4.  You will then be taken to the section to update your Estimated Payments for 2020.  Click Review Now, to review these entries.  You will go through a number of screens before you see the option to enter '' Enter 2020 Adjustments''.   Enter your 10K here, see image attached.  Continue through the interview and you will get new updated 1040-ES payments.
