I was charged $815 from TurboTax for my federal payment, even though I paid $815 to the irs website myself. I need a refund

I paid $815 to the irs.gov website for my federal. You also took out $815 from my debit card on file to pay the IRS for my federal. So I paid the IRS twice. How can I resolve this issue?

hopefully, the IRS will automatically correct your payments to include both. this will result in an overpayment if the $815 was what you owed. if you did not specify direct deposit for a refund, then you'll have to wait for a check in the mail which can take 2 months or longer. your other option is to call IRS but they'll likely do nothing.
